After giving three consecutive hits like Pokiri, Desamuduru and Chiruta, Puri Jagannath flopped with Bujjigadu and someway gained icon with a reasonable hit like Neninthe and again bitten the dust with EkNiranjan. He took a considerable gap and has come up with Golimaar with Gopichand as superman. Although Puri intended to create it on his personal poster 'Vaishno Academy', Bellamkonda Suresh took over the venture and brought out the movie. The movie is a complete action drama.

With police tale in its background. Puri Jagannath claimed that he prepared the tale with an inspiration from the actual life tale of Dayanayak, encounter expert.

Gangaram (Gopichand) is an orphan. His desire is to turn into a police officer. He works in a tea store and rises to the height of a police sub-inspector. Noticing his guts, the DGP endorses him as an encounter expert and gives him a list of gangsters whom he has to eradicate. Throughout the path of his job, Gangaram kills more than 100 gangsters and with the award wealth carried on the heads of those gangsters, he begins an orphanage. At this stage, he unintentionally meets Pavitra (Priyamani), daughter of Arundhati (Roja). Arundhati hates the men and police in the civilization and brings up her spawn with the same mindset.

Pavitra works as an occasion director. As Gangaram performs his duty genuinely, he manages to kill one of the leaders of the two gangs in an encounter. He seeks permission from the DGP to allow him to eradicate the other mafia gang head that is staying in Malaysia. Condition that a police can't go exterior the country even to detain a gangster and there will be lots of rules and gives him a thought.

He tells Gangaram to give him a receipt letter without any date and go to Malaysia on his own and do whatever he needs and kill the mafia head at his own risk. If there is any problem from administration, they could cite his resignation and wrap up the matter. Gangaram accepts the suggestion and resigns to his job. Soon, the police arrest him and product him as a dishonest officer. What occurs next is an intresting part of the tale.
